"CHECK 21" CAN SPEED UP CHECK PROCESSING and ELIMINATE FLOAT
"Check 21" was enacted in 2004 to allow financial institutions to electronically transmit digital check images in order to help reduce fraud and make the nation's check processing system faster and more efficient.
Instantaneous electronic transmission reduces or eliminates "float," the delay between a check's presentation and its debiting from the presenter's account.
Substitute Checks Have Legal Status - A new instrument called a "substitute check" results from electronic transmission of check information. Substitute check images have the same legal status and use as photocopies of actual checks. When photocopies of cancelled checks are not available, substitute electronic check images will be available from Capitol Region for the same $5 fee that is charged for photocopies of cleared checks.
